The Community Health Subsystem as the Foundation of Primary Health Care in Mozambique
Primary Health Care (PHC) has been established as a priority for the organization and financing of Mozambique’s National Health System since the famous Alma-Ata Conference in 1978. Community participation in health programs began with the implementation of the National Program of Elementary Multi-purpose Agents (PNAPE) and has followed four fundamental phases:
- The creation of the APS Program in 1978.
- The revitalization of the Elementary Multi-purpose Agents program in 2010.
- The incorporation of new community intervention packages into PNAPE.
- Reforms of the National Health System, with the creation of the Community Health Subsystem, forming the foundation of PHC to strengthen and enhance the resilience of the National Health System.
In this lecture, I will provide a brief overview of the main study, focusing on the following aspects:
- The evolution of the organization of Primary Health Care in Mozambique.
- Health system reforms in Mozambique to achieve global, regional, and national goals.
- The Essential Package of Community Health Care (PECS) as an opportunity to strengthen person-centered health care throughout the life cycle.
About Eusébio Chaquisse
Eusébio Eugénio Chaquisse is a medical doctor with a Ph.D. in Medicine, specializing in Infectious Diseases. He is a university professor and a Public Health specialist with over 25 years of experience. Currently, he serves as the Head of the Central Department of Primary Health Care at the Ministry of Health.
