The implementation analysis of the monitoring and evaluation system for the strategic and operational actions management of the Ministry of Health, named Control, Monitoring and Evaluation of Results System (e-CAR), consisted of a case study with a qualitative research approach, using documentary analysis, participant observation and open interviews. The evolution of the system implementation, under the responsibility of the Monitoring and Evaluation Department of the Integrated Health System, is described from the events that marked the phases of creation, implementation and discontinuities. To exemplify its uses, the technical area of Health Surveillance was used as an example, considering the actors and the mediations performed. The activities involved and perception of those responsible were analyzed according to the sociotechnical networks approach, supported by the Theory of Actor-Network, highlighting the e-Car system in action, producing subjective and limits as well as strengths and learning. E-Car as a monitoring and evaluation system for decision-making requires continuous effort of agreement so that it becomes entangled enough and taken as reality
