The aim of this article is to present a preliminary strategy for strengthening evaluation capacity building in CPLP countries.This approach will allow to estimate the implementation degree of PECS, in the national contexts, and to promote the institutionalization of monitoring and performance evaluation at different levels of health systems.The proposal is based on over two decades of experience in research and postgraduate training of evaluators, supported by an evaluation typology of Health Interdisciplinary Research Group at the University of Montreal, duly documented in five Brazilian books of Editora Fiocruz and various thematic issues of major public health journals.
