Strategic path to telehealth in CPLP: screening and priorities to develop telehealth

In the III Reunião de Ministros da Saúde da Comunidade dos Países de Língua Portuguesa (CPLP) in Maputo on 2014, the Health Ministries showed their commitment in promote the use of information and communication technologies (ICT) to the universal access of healthcare services quality at affordable prices. As a result of this commitment, the authors propose in those countries a capacity screening, a telehealth potential use analysis and a set of short-term recommendations to those who can develop ICT national strategies, specifically to telehealth use.

CPLP member states has a large experience in telehealth ICT technologies, specially in elearning and in video/web conferences. Although, its potential has not been totally used and a lot of cooperation opportunities were identified to leverage its utilization.

The recommendations to ICT leverage use are:

Promote more elearning, telehealth and medical simulation;

Apply the best ICT practices in health to allow health services to be more accessible, sustainable and available;

Support the telehealth use in promoting universal health access;

Promote the link between high level teaching institutions and research, and health unities in speedy networks;

Promote the telehealth use in Public Health, health surveillance, health promotion and disease prevention, health emergencies and multicentric research;
