A professional with solid experience in hospital governance, strategic planning, and health systems development. He began his career in hospital management, holding senior responsibilities in administration and finance, consolidating expertise in planning, sustainability, and hospital organization. In the field of international cooperation, he served as Administrator of the Lux Development Project in Cabo Verde and of the Regional Hospital, coordinating development initiatives and investment in health infrastructures.
He later assumed leadership positions within the Cabo Verdean health system. As Director of the Santa Rita Vieira Regional Hospital, he promoted regional health governance, service expansion, and improved access to care in underserved areas. Subsequently, as Chairman of the Board of Directors of the University Hospital Dr. Agostinho Neto, the largest hospital in the country, he led institutional reforms, hospital modernization, digital transformation, and the implementation of specialized clinical services, while also driving projects in scientific and technological innovation.
He is currently Senior Advisor to the Cabinet of the Minister of Health of Cabo Verde and Coordinator of strategic projects in partnership with the World Bank. In parallel, he works as a Consultant in health systems planning and management and carries out applied research in tropical health. His work focuses on building bridges between health systems, public policy, research, and financing, contributing to sustainability and innovation in the health sector.
His professional trajectory demonstrates a continuous path of evolution and leadership, marked by experience in hospital management, international cooperation, and health system governance. He is widely recognized for his commitment to innovation, efficiency, and sustainability, as well as for his ability to mobilize scientific evidence to support health decision-making.
Beyond his executive role, he also contributes to academic editing and participates in research projects on digital health, artificial intelligence, kidney disease, transplantation, health technology assessment, and economic evaluation in health.
