Alexandre Enoque Mulhanga is a PhD student in International Health, specializing in Health and Development Policies, at the Instituto de Higiene e Medina Tropical of Universidade Nova de Lisboa (IHMT‑NOVA).

Alexandre is a registered nurse and holds a bachelor’s degree in public health. He holds a master’s degree in public health from the University of Chile and a postgraduate degree in Health Policy and Promotion Research from the University of Alicante (Spain).

Researcher at the Instituto Nacional de Saúde (INS) in Mozambique, where he participates in studies on health systems and policies, the development of institutional scientific strategies, and the evaluation of health programs.

He is a specialist in Monitoring and Evaluation (MISAU/INS) and Deputy Editor-in-Chief of the INS journal ECOS/PHB.

Assistant university professor of public health courses and is a member of family health research groups at the Universidade de Brasília (UnB) and the Universidad de Alicante. He is also a member of the INS Public Ethics Committee.

His research interests include health policies and systems, primary health care, community health workforce, and social determinants of health. He is currently conducting a doctoral study on the assessment of community health workers’ competencies in Mozambique, with a comparative focus on Elementary Multipurpose Agents (APEs) and Multipurpose Health Agents (APS).

 

Alexandre Enoque Mulhanga’s research focuses on health systems, health policies, primary health care, community health workforce, and social determinants of health. He is currently conducting a doctoral study assessing the competencies of community health workers in Mozambique, with a comparative analysis between Elementary Multipurpose Agents (APEs) and Multipurpose Health Agents (APS). This study evaluates knowledge, skills, and attitudes, aiming to inform policy and strengthen community-based health interventions.

In addition, he is involved in a multi-country study titled Comparative Study on the Role of Primary Health Care Professionals in Brazil, Angola, Argentina, Chile, Colombia, Guinea-Bissau, Mexico, Mozambique, and Portugal in Preventing Health Misinformation (2025), collaborating with a team of researchers from the University of Brasília (Brazil) and the Ministry of Health of Mozambique.

His work contributes to generating evidence to improve policy-making, optimize primary health care services, and strengthen community health programs across diverse settings, addressing both national and international health challenges.
